i used `wsl --export` and `--import` to move my linux install from one disk to another, and as a result it stopped being able to connect to docker

but a fresh wsl install could connect fine

so i spent the better part of a day setting up the new install and migrating things over

then just now there was a power flicker, and when i turned my computer back on, the new install couldn't connect to docker

but the old one can again
